Spies aren't an individual entity in this game. You have to send your general to another city as a spy using the diplomacy menu. It's one of the worst points of this game because spying on a city next to you usually takes up a general for 13+ months/turns even on a fail. That's pretty steep IMO.

Haven't had the problem with my options changing on their own yet, but will keep an eye out for it.

A question of my own: It appears that AI controlled characters can create armies and move them on the same turn? Is this true and why is that the case when a player controlled character can create an army but not move it for a turn?
